Business Permit

Business Permit (also called a Mayor’s Permit) is an official document issued by your local city or municipal government that allows you to legally operate your business within their jurisdiction.
In Filipino MSME terms: ito yung “pahintulot ng LGU” para makapagnegosyo ka nang legal.

It is renewed every year, usually in January, and is required for all types of businesses — from sari‑sari stores and carinderias to online sellers, freelancers, and corporations.

Why Business Permit Matters

For Filipino MSMEs, having a Business Permit is important because it:

  • Makes your business legal — avoiding penalties and closure orders
  • Builds customer trust — especially for food, retail, and service businesses
  • Allows you to issue receipts — required for BIR registration
  • Enables you to open a business bank account
  • Helps you join bazaars, markets, and corporate supplier lists
  • Qualifies you for loans and government programs

Many small businesses start informally, but getting a Business Permit is a major step toward growth and legitimacy.

Example / Context

Example 1 (Carinderia):
Before you can operate, you need a Business Permit from the city hall. Inspectors may check sanitation, fire safety, and zoning compliance.

Example 2 (Online Seller):
If you sell regularly (not just decluttering), LGUs may require a Business Permit, especially if you register with BIR.

Example 3 (Freelancer / Home-Based Worker):
Many freelancers apply for a Business Permit so they can register with BIR and issue official receipts to clients.

Example 4 (Retail Store):
A sari‑sari store needs a Business Permit before opening, along with barangay clearance and other local requirements.
