BMBE (Barangay Micro Business Enterprise)

BMBE (Barangay Micro Business Enterprise) is a special government program under Republic Act 9178 that gives tax incentives and benefits to micro‑businesses in the Philippines.
In simple Filipino MSME terms: ito yung “tax-free program” para sa maliliit na negosyo — especially home-based, startup, and low-capital businesses.

Once accredited, a BMBE is exempt from paying income tax and may receive additional support from LGUs and DTI.


Why BMBE Matters

For Filipino MSMEs, registering as a BMBE can be a huge advantage because it offers:

  • Income tax exemption — you don’t pay income tax on business earnings
  • Exemption from minimum wage law (optional for employers)
  • Priority access to government loans through GFIs
  • Technology and training support from DTI, TESDA, and LGUs
  • Lower operating costs — perfect for startups and microbusinesses

Many small businesses don’t know they qualify — even sari‑sari stores, carinderias, freelancers, and online sellers can apply.


Who Can Qualify?

A business may qualify as a BMBE if:

  • It has total assets not exceeding ₱3 million (excluding land)
  • It is engaged in production, processing, trading, or services
  • It is a micro‑enterprise (usually 1–10 workers)
  • It is not part of a large franchise or chain

Examples of businesses that often qualify:

  • Sari‑sari stores
  • Carinderias and food stalls
  • Online sellers
  • Freelancers and home-based service providers
  • Small manufacturing or processing shops

Example 1 (Carinderia):
A small carinderia with ₱150,000 worth of equipment and inventory can apply for BMBE and enjoy income tax exemption.

Example 2 (Online Seller):
A home-based seller with ₱80,000 worth of stocks and tools qualifies as a micro‑enterprise.

Example 3 (Freelancer):
A graphic designer with a laptop and software worth ₱120,000 can apply and reduce tax burden.

Example 4 (Small Manufacturer):
A homemade soap business with ₱250,000 in equipment and materials can register as BMBE.
